Record Surge in Refunds
The Income Tax Department issued ₹4.76 lakh crore in refunds in FY25, compared to ₹83,008 crore in FY14. This marks an extraordinary increase of 474% in just 11 years.
Growth Outpaces Direct Tax Collections
While refunds grew sixfold, gross direct tax collections rose by 274%, reaching ₹27 lakh crore in FY25 from ₹7.2 lakh crore in FY14. In the same period, the number of income tax return filings increased by 133%, from 38 million to 88.9 million.
Higher Refund Ratio Signals Formalisation
Refunds now account for 17.6% of gross direct taxes, up from 11.5% in FY14. This shift indicates stronger formalisation and voluntary participation in the tax system.
Faster Refund Processing
The average refund processing time dropped by 81%, from 93 days in 2013 to just 17 days in 2024. The department attributes this progress to improved efficiency, transparency, and taxpayer facilitation.
Digital Infrastructure Driving the Change
A government official highlighted key factors behind the transformation:
- Widespread use of digital infrastructure
- Pre-filled ITRs to reduce errors and improve speed
- Automated refund processing
- Real-time TDS adjustments
- Online grievance redress mechanisms
These measures have streamlined operations, improved accuracy, and enhanced the overall taxpayer experience.
