DGFT Issues Procedure for Import Management System for Restricted IT Hardware for CY 2025

The Directorate General of Foreign Trade (DGFT) has issued Policy Circular No. 09/2024-25, dated December 11, 2024, outlining the procedure for the Import Management System (IMS) for restricted IT hardware imports for the calendar year 2025.


Key Highlights

1. Applicability

The policy applies to restricted IT hardware, including:

  • Laptops
  • Tablets
  • All-in-One Personal Computers
  • Ultra Small Form Factor Computers
  • Servers (under HSN 8471)

2. Relevant Notifications

This circular builds upon the following notifications:

  • Notification No. 23/2023 (03rd August 2023)
  • Notification No. 26/2023 (04th August 2023)
  • Notification No. 38/2023 (19th October 2023)

Additionally, the procedure outlined in Policy Circular No. 06/2023-24 (19th October 2023) was extended until 31st December 2024 by Policy Circular No. 07/2024-25 (24th September 2024).


Procedure for CY 2025

1. Application Process

Importers must apply for Import Authorization through the DGFT Website under the Import Management System (IMS). Notably, the application portal will be open from 13th December 2024 to 15th December 2025.

2. Validity

The authorizations issued under IMS will remain valid until 31st December 2025. Therefore, importers should ensure timely application to avoid any delays.

3. Multiple Applications

Importers may submit multiple applications throughout the year. This flexibility ensures that importers can apply for authorizations as needed, depending on business requirements.

4. Amendments

Furthermore, importers can submit requests for amendments during the Authorization’s validity period through the DGFT portal.

This procedure aims to create a streamlined and transparent system for managing the import of restricted IT hardware. As a result, it encourages compliance with import restrictions while also offering flexibility to importers.

Finally, this circular has been issued with the approval of the Competent Authority, ensuring it follows the proper regulatory framework.
