Advisory for Biometric-Based Aadhaar Authentication and Document Verification for GST Registration Issued

Overview of the New Biometric System

The GST Network (GSTN) has introduced a streamlined verification mechanism for GST registration applicants in Chhattisgarh, Goa, and Mizoram. This process aims to enhance security, improve compliance, and reduce fraudulent activities.

Key Points of the Advisory

1. Amendment in Rule 8 of the CGST Rules, 2017

The rule has been revised to mandate biometric-based Aadhaar authentication as part of applicant identification. This new measure involves capturing photographs and verifying original documents uploaded during the registration process.

2. Implementation in Specific States

As part of the phased rollout, the biometric system was launched on December 15, 2024, in Chhattisgarh, Goa, and Mizoram. Therefore, applicants from these states must adhere to the updated process.

3. Email Notification Post Application Submission

After submitting the GST REG-01 Form, applicants will receive an email with one of the following links:

  • OTP-based Aadhaar Authentication: For low-risk applicants who can proceed with the existing online process.
  • Appointment Booking for Biometric Verification: For high-risk applicants, requiring a visit to a GST Suvidha Kendra (GSK).

This classification, determined through risk analysis, ensures efficient processing tailored to the applicant’s profile.

4. Steps for Biometric Verification at GSK

If the email directs applicants to schedule a biometric appointment, they must complete the following steps:

  1. Book an Appointment: Use the link provided in the email to schedule a visit to the designated GST Suvidha Kendra.
  2. Visit the GSK: Attend the appointment with the following:
    • A copy of the appointment confirmation email (hard/soft).
    • Jurisdiction details as mentioned in the email.
    • Original Aadhaar Card and PAN Card.
    • Other original documents uploaded during the application process.
  3. Complete Biometric Authentication: Provide fingerprint or other biometric data, which will be verified along with the submitted documents.

Furthermore, applicants are advised to ensure all documents are complete and accurate to avoid delays.

Additional Guidelines

5. Appointment Timelines

Applicants are required to schedule their appointments within the timeframe specified in the intimation email. Only after completing biometric authentication and document validation will the GST ARN be generated.

6. GSK Operating Hours

GST Suvidha Kendras will operate as per the schedule provided by the state administration. Thus, applicants should confirm the availability before booking an appointment.

Impact of the New System

Enhanced Security

The biometric verification minimizes fraudulent registrations by ensuring accurate applicant identification.

Efficient Verification

This system streamlines the process for high-risk applicants while retaining simplicity for low-risk profiles.

Improved Compliance

In addition to simplifying the process, the mechanism is expected to significantly improve taxpayer identification and compliance monitoring.

As a result, this advisory highlights the GSTN’s efforts to create a secure and transparent GST registration system.
