This outlines a dedicated grievance redressal mechanism for applicants encountering issues during the GST registration process. The mechanism focuses on clarifying document requirements and facilitating smoother registration.


Common Issues Faced by Applicants

Applicants often face challenges due to unclear demands for documentation. Officers sometimes request additional documents beyond what is listed in FORM GST REG-01, especially concerning:

  • Proof of ownership of the principal place of business (PPOB)
  • Constitution of business
  • Identity verification of the authorized signatory or business owner

Guidelines for Document Submission

A. Documents for Principal Place of Business (PPOB)

1. Owned Premises
Applicants should upload any one of the following:

  • Latest Property Tax Receipt
  • Municipal Khata Copy
  • Electricity or Water Bill
    These documents must clearly prove ownership.

2. Rented Premises

  • Upload a valid rent/lease agreement.
  • Include one ownership proof of the lessor (e.g., tax receipt or utility bill).
  • If the agreement is unregistered, also attach the lessor’s ID proof.
  • If a utility bill is in the applicant’s name, it may suffice without the lessor’s document.

3. Consent-Based Premises
For premises owned by a spouse or relative:

  • Provide a signed consent letter
  • Upload the owner’s ID and any ownership document from the approved list

4. Shared Premises

  • Submit the rent agreement (registered or unregistered) with ownership proof
  • If no agreement is available, submit a consent letter with the required documents

5. No Rent Agreement Available
In such cases, applicants can submit:

  • A sworn affidavit on non-judicial stamp paper
  • A utility bill in their name
    This affidavit must be notarized or signed before a magistrate.

6. Special Economic Zones
Applicants in SEZs must upload valid certificates issued by the Government of India.


B. Documents for Constitution of Business

1. Partnership Firms
Upload the partnership deed. No need to attach Udhyam, MSME, or trade licenses.

2. Societies, Trusts, and Others
Submit the Registration Certificate or official Proof of Constitution.


How to Lodge a Grievance

Applicants with an Application Reference Number (ARN) assigned to the Central jurisdiction can file a complaint if they face issues that contradict the above guidelines.
