Delhi to Launch One-Time GST Amnesty Scheme for Traders

Chief Minister Rekha Gupta announced that the Delhi government will soon launch a one-time GST amnesty scheme aimed at offering relief to traders with pending tax dues.
She made the announcement during a conference organized by the Confederation of All India Traders (CAIT) at Bharat Mandapam.

Experts noted that while the Delhi GST Act does not explicitly permit the state to independently roll out an amnesty scheme, it may do so with the approval of the Centre.
Tax lawyer Rajat Mittal explained that GST operates under a dual structure involving both the central (CGST) and state (SGST) components. While states can offer amnesty for their SGST share, they cannot waive the central share without approval from the GST Council.
“In the spirit of cooperative federalism, such schemes should be placed before the GST Council to ensure national uniformity,” Mittal added.
Several other states, including Haryana, have already implemented similar schemes.
Boosting Trade and Business Infrastructure
CM Gupta also announced upcoming warehousing and industrial policies to attract investment and promote entrepreneurship in Delhi.
The Delhi government plans to modernize major markets, enhancing them with upgraded infrastructure and amenities. Gupta affirmed that the administration is committed to being trader-friendly and considers trade the “backbone of Delhi’s economy.”
Upcoming Business Reforms
The Chief Minister said that the government will soon launch a Single Window Clearance System. This initiative will streamline business approvals and provide entrepreneurs with centralized access to essential services and benefits.
Proposed Economic Council
At the same event, Chandni Chowk MP and CAIT secretary general Praveen Khandelwal proposed forming a Delhi Economic Development Council. This council would work with stakeholders to craft a comprehensive economic growth plan, aiming to revive traditional trade networks and unlock opportunities in commerce, industry, and employment.
