DGFT Notifies Para 2.20A to Prohibit Import and Transit of Goods from Pakistan

The Directorate General of Foreign Trade (DGFT) issued Notification No. 06/2025-26 dated May 2, 2025. This update introduces Para 2.20A in the Foreign Trade Policy (FTP) 2023, which prohibits the import or transit of goods originating in or exported from Pakistan.
Legal Basis
The Central Government introduced this prohibition under the powers granted by:
- Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992
- Paragraphs 1.02 and 2.01 of FTP 2023
New Provision: Para 2.20A
The inserted paragraph reads:
“Para 2.20A: Prohibition on Import from Pakistan
Direct or indirect import or transit of all goods originating in or exported from Pakistan—regardless of their import status—shall be prohibited with immediate effect. This measure remains in force until further notice.The restriction supports national security and public policy. Any exceptions will require prior approval from the Government of India.”
Notification Effect
This notification immediately enforces a complete ban on trade of any kind involving goods from Pakistan, including indirect transit. The objective is to safeguard national interests and ensure strict compliance with India’s foreign trade priorities.
