Overview of the Notification

The Ministry of Finance has issued Notification No. S.O. 498(E) on January 28, 2025, designating specific computer resources under the Directorate of Income Tax (Systems) as “protected systems.” This move strengthens data security and restricts unauthorized access to crucial tax-related IT infrastructure. The decision falls under the provisions of the Information Technology Act, 2000.

Key Highlights

Protected Systems under CBDT

The following computer resources and databases are now classified as protected systems:

TRACES (Tax Deducted at Source Reconciliation Analysis and Correction Enabling System) – Includes web portal infrastructure, Assessing Officers Web Portal, Centralized Processing Cell (TDS) applications, and records management databases.
E-Filing Systems – Covers front-end and back-end infrastructure, Integrated e-Filing & CPC (Centralized Processing Centre) applications, and the Tax Information Network master database.
Income Tax Business Application (ITBA) – Comprises the ITBA database, PAN master database, and TAN master database.
Project Insight – Includes Insight, Reporting, Compliance & Annual Information System web portals and databases.

Restricted Access & Authorization Process

Access to these protected systems is strictly role-based and requires prior written authorization from the Directorate of Income Tax (Systems) under CBDT. The following individuals may receive access:

🔹 Designated Employees of the Directorate of Income Tax (Systems) with written authorization.
🔹 Managed Service Providers or Third-Party Vendors requiring need-based access, authorized in writing.
🔹 Consultants, Regulators, Government Officials, Auditors, and Stakeholders with case-specific written approval.

Implementation & Legal Framework

📌 Issued under Sections 70(1) and 70(2) of the Information Technology Act, 2000, this notification ensures that only authorized personnel can handle sensitive tax-related data.
📌 The notification takes effect from the date of publication in the Official Gazette.
