CBIC Extends Export-Related Benefits for Exports Made Through Courier Mode

The Central Board of Indirect Taxes and Customs (CBIC) has introduced amendments to the Courier Imports and Exports (Electronic Declaration and Processing) Regulations, 2010 through *Notification No. 60/2024-Customs (NT), dated **September 12, 2024. These changes aim to extend export benefits under **Duty Drawback, RoDTEP, and *RoSCTL for exports made via courier mode.

Key Amendments:

  • Inclusion of Duty Drawback, RoDTEP, and RoSCTL in the regulations.
  • Reference to electronic integrated declaration filed through ICES as per the 2019 regulations.
  • Requirement for filing the Courier Export Manifest (CEM) for all courier exports, except for shipments under Duty Drawback, RoDTEP, or RoSCTL, which will be covered by the Export General Manifest.

System Enhancements:

Due to limitations in the *Express Cargo Clearance System (ECCS), CBIC has decided to process export-related payments using the *Indian Customs EDI System (ICES) at *International Courier Terminals (ICTs). ICES will handle scroll generation and payment integration with *PFMS for smoother payment processing.

Process Overview:

  • Authorised Couriers must file the Shipping Bill on ICEGATE for claiming benefits like Duty Drawback, RoDTEP, or RoSCTL.
  • Custodians at ICTs must register on ICEGATE for managing goods registration and related messages.
  • Logistics for physical handling will occur at courier terminals, while customs clearance will be processed through ICES.

An Advisory with further details will be issued by DG Systems.

Action Required:

All Commissioners of Customs overseeing ICTs are directed to issue a Public Notice explaining the changes to stakeholders.
