Anti-Dumping Duty to Stay for Five Years

India has imposed a five-year anti-dumping duty on imports of textured tempered glass from China and Vietnam. This type of glass is a crucial component in solar panels. The duty is based on the gap between the government’s reference price and the landed price of the glass.

Why Tempered Solar Glass Matters

Tempered glass protects photovoltaic cells in solar panels. Its textured surface reduces reflections and enhances efficiency, making it more effective than traditional solar glass.

Rise in Imports Triggered Investigation

In February 2024, Indian manufacturers—led by Borosil Renewables—filed a complaint about below-cost imports. Borosil is India’s largest solar glass producer. Four other domestic manufacturers supported the complaint.

The Directorate General of Trade Remedies (DGTR) launched an investigation, which showed a sharp rise in imports. Total imports jumped from 29,980 metric tonnes (MT) in 2020–21 to 779,017 MT during the period of investigation (POI).

  • China’s exports rose from 29,324 MT to 659,732 MT.
  • Vietnam’s exports grew from 656 MT to 119,285 MT.
  • Other countries saw a drop in exports to India, from 128,819 MT to 16,537 MT.

Final Duty Notification Issued

The DGTR’s findings led to a provisional duty in December 2024. The Central Board of Indirect Taxes and Customs (CBIC) has now finalized the duty, which will remain effective until December 2029.

Duties Imposed on Other Chemicals

In a separate notification, the CBIC also imposed duties on imports of Glufosinate and its salts, and sodium citrate from China.

  • Glufosinate and salts: $2,998 per metric tonne
  • Sodium citrate: $96.05 to $152.78 per metric tonne

These duties will also be in place for five years. Glufosinate is a broad-spectrum herbicide. Sodium citrate is widely used in medicine, food processing, and laboratories.
