Government Appoints Technical Members to GSTAT Benches in Bihar, UP, and Gujarat

The Government of India has officially appointed Technical Members (State) to the Goods and Services Tax Appellate Tribunal (GSTAT) benches in Bihar, Uttar Pradesh, and Gujarat. These appointments will help operationalize the newly formed state benches under the GSTAT Rules, 2023, and the CGST Act, 2017.
🏛️ Key Highlights of the Appointments
According to Office Orders TMS – 01, 02, 04 & 06 /2025, issued on July 9 and 10, 2025, the following appointments were made:
- Bihar: Shri Sanjay Kumar Mawandia
- Uttar Pradesh: Mr. Vivek Kumar and Mr. Arvind Kumar
- Gujarat: Shri Rameshkumar Gokalbhai Hadvani
Each appointed member will receive a fixed monthly salary of ₹2,25,000. Their tenure will be for four years or until they turn 67, whichever comes first.
Furthermore, all appointees must report to the Principal Bench of GSTAT in New Delhi on or after August 1, 2025, and submit a medical fitness certificate issued by a designated authority from their respective states.

✅ Bihar – Shri Sanjay Kumar Mawandia (TMS – 01/2025)
The Ministry appointed Shri Sanjay Kumar Mawandia, retired Special Commissioner of State Tax, Bihar, to the Bihar State Bench at Patna.
He must report to New Delhi within four weeks of August 1 and submit a medical certificate from an authority designated by the Bihar Government.
✅ Uttar Pradesh – Mr. Vivek Kumar (TMS – 02/2025)
Mr. Vivek Kumar, retired Member of the Commercial Tax Tribunal, Lucknow, will serve as Technical Member for a bench in Uttar Pradesh.
He must also report to the Principal Bench in Delhi and submit a fitness certificate from a competent authority in Uttar Pradesh.
✅ Uttar Pradesh – Mr. Arvind Kumar (TMS – 04/2025)
The Ministry appointed Mr. Arvind Kumar, retired Additional Commissioner Grade-I, Ayodhya, as a Technical Member for another bench in Uttar Pradesh.
He must fulfill the same reporting and medical certificate requirements as others.
✅ Gujarat – Shri Rameshkumar Gokalbhai Hadvani (TMS – 06/2025)
Shri Rameshkumar Gokalbhai Hadvani, retired Additional Commissioner of Income Tax, Ahmedabad, will join the Gujarat State Bench at Surat.
He must also report to New Delhi and submit a medical certificate from an authority designated by the Gujarat Government.
