
CBIC Simplifies Air Cargo Movement and Transhipment Procedures

Budget 2025–26: Focus on Air Cargo Modernization
During the 2025–26 Budget Speech, the Hon’ble Finance Minister emphasized the need to upgrade air cargo infrastructure. The focus included high-value perishable horticulture products, streamlined screening, and user-friendly customs protocols.
In response, the Central Board of Indirect Taxes and Customs (CBIC) has initiated steps to improve ease of doing business. Key actions include trade digitization, enhanced Risk Management Systems (RMS), AEO Programme upgrades, and standardized procedures across ports. These efforts have helped reduce clearance times, as shown in the National Time Release Study (NTRS).
Key Procedural Simplifications
Removal of Transshipment Permit Fees
To cut compliance costs, the CBIC has removed the Rs. 20 transshipment permit fee. This change came through Notification No. 30/2025-Customs (N.T.) dated April 24, 2025. The Goods Imported (Conditions of Transshipment) Regulations, 1995 have been amended accordingly.
Simplified Movement of ULDs Outside Customs Area
To support faster movement of high-value or perishable goods, CBIC will allow Unit Load Devices (ULDs) to move outside customs areas using a simplified process, modeled after marine container procedures. Highlights include:
- Continuity Bond: Air carriers or console agents must execute this bond for ULDs with or without tracking devices.
- Device Tracking: Devices must carry identifiable Unique Identity Numbers (UINs), recorded at the time of import.
- Security Compliance: Devices using Bluetooth or batteries must follow BCAS security regulations.
- Carrier Responsibility: Carriers must provide timely proof of export for ULDs and any tracking devices.
- Exemptions: CBIC clarified that devices not attached to ULDs don’t qualify under Notification No. 104/94-Cus.
- Alternate Importers: For others (not air carriers), Circular No. 51/2020-Customs still governs temporary imports.
Improved Transhipment Infrastructure and Tools
CBIC also introduced the All-India National Transhipment Bond in 2022. This measure eliminated the need for airlines to submit multiple bonds at various Customs stations.
In addition, transhipment requests can now be submitted directly through ICEGATE, avoiding visits to Service Centres. Airlines, console agents, and other air transhippers are encouraged to adopt this digital facility.
