The Directorate General of Foreign Trade (DGFT) issued Trade Notice No. 21/2024-25 on October 17, 2024, introducing the electronic submission of Appendix 4H certificates. This marks a significant move towards the digitalization of processes for exporters under the Advance Authorization (AA) and DFIA schemes.
In line with Paragraph 1.04(f) of the Handbook of Procedures, exporters and Certifying Authorities such as Chartered Accountants, Company Secretaries, and Cost Accountants can now seamlessly integrate digitally signed certificates with their online applications. This new system simplifies the submission process, reducing paperwork and enhancing efficiency.
Key Workflows:
For Exporters:
Exporters can fill out the Appendix 4H form on the DGFT website.
They can submit the draft form online to the registered Certifying Authority.
After digital verification and signature, the form is auto-attached to the redemption application.
For Certifying Authorities:
Certifying Authorities can register, review, and digitally sign Appendix 4H certificates using the DGFT portal.
They have the option to modify or reject the form as necessary.
A user guide and FAQs are available on the DGFT website to assist users in navigating this new functionality. Additionally, outreach programs will be organized to familiarize stakeholders with the new processes.
