GST Enforcement Chiefs’ Conference Focuses on Combating Fake Registrations

On August 20, 2024, New Delhi hosted the second National Conference of Enforcement Chiefs from State and Central GST Formations. Chaired by Shri Sanjay Malhotra, Secretary of the Department of Revenue, Ministry of Finance, the conference addressed the urgent issue of fake GST registrations.

The conference saw participation from senior officials, including those from the Department of Revenue, CBIC, and Commissioners of Commercial Tax (CCT). Representatives from enforcement agencies such as CBDT, ED, DRI, FIU-IND, and CEIB also attended. The primary aim was to balance rigorous enforcement with facilitating business operations while targeting fake registrations and ITC fraud.
Special Drive Against Fake Registrations
Launched on August 16, 2024, the special drive involves both Central and State formations. They will work together to verify about 59,000 firms suspected of being fake. Shri Malhotra emphasized the importance of identifying the masterminds behind fake ITC schemes to create a deterrent effect.
Technological Advances and Best Practices
The CEO of GSTN introduced innovative technological tools designed to combat GST evasion while supporting legitimate businesses. Furthermore, the DG of DGGI reported that Rs. 1,20,000 crore in fake ITC has been detected since 2020, with 170 key figures already apprehended. Additionally, State GST representatives shared effective practices. For instance, Maharashtra’s GST Enforcement Management System (GEMS) enhances transparency and improves recovery efforts.

The conference featured thematic sessions where various states and zones presented case studies on GST evasion in sectors like fintech, real estate, and manpower supply. Notably, Rajasthan’s ‘Samvad’ sessions and Tamil Nadu’s street surveys were highlighted as successful approaches for proactive compliance, which reduce the need for intrusive enforcement.
